Need to have costumers enter information about orders and access their

Is there any way of specifying that a record
can only be added to a table once. eg. If a
record already exists with [ModelID]=1 and
[CarPartID]=462 it would then not be added

I have a text field on my database set to:
Require   Yes
Allow Zero Length No
I am still able to hit enter AND tab without a problem.

Can access be programmed to automatically fill a table. Information would be
from the database but selected information would be used ?

I need a database to make posting infomration on my website easier. I was
told that access can do this, but I'm unsure of how to use it.

I keep getting a "run-time error 13" when I run the following code, used to
