When I uncheck Allow Full Menus the Access Options button is no longer available and I must hold down the <Shift> key the get back in and change it back. Is this by design?

On one machine in our office, when closing an mdb, a new, compacted mdb is produed, but an error message appears stating that Access is unable to delete the original. Suggestions?
