When I try to setup a network drive and folder as a Trusted Location, I get this error message: "The path you have entered cannot be used as a Trusted Location for security reasons." Why can't I choose for myself what paths I want to trust?

I've created a Access 07 database, i.e., <database>.accdc [Microsoft Office Signed Package]. When I open, it asks me to extract database - and I do to a file as such: <database>_CA.accdb. Next, I convert to .accde format - to remove all source.
