The home office is trying to send me a DB file "CUST_2.mdb" and outlook will not pass it through. They are both written in Office Pro 2000. How do I open this file?

I am importing a csv file and when I open the new table, all of the values are enclosed in quotation marks. How can I remove the quotation marks? Or, how can I get my query to work because right now I can't filter it.
