Well the only part that's relevant in your question to MS access, is can you
build a report that generates the data that's the way that you want?

If you can generate this report, then you're simply home free, as there is a
zillion free PDF creators on the market that will take that report and
convert the output into a PDF for you.

The problem of creating the actual pdf files is absolutely insignificant at
this point in time, the only issue that remains is can you build a correct
report(s) in the format that you wish to have for your output.

If you have a system set up to create these reports that looks exactly the
way you want now, then you're essentially done!
