run a form without Access

Is it possible to create a database with forms in MS Access that other
users can just fill in the form without actually having Access on their
computers?

No.  Your users need either a fully functioning MS Access or the runtime
version which, I believe has to bought separately if you want to
distribute it.  Such a licence to distribute is relatively expensive I
believe.

It is possible if you license the proper developer support from Microsoft.

It's not possible without the developer edition or Visual Studio Tools for
Office, whichever applies to the version of Access you're running.

There is a feature in the new Access 2007, so that updates may be e-mailed
to the database, but I am not familiar with that.
