Is there a developers kit for A2003?

What is the name of the version to create run-time's for Access?  I
don't know where it's located at the MS web site.  Do you have any idea
what the MS model number is?  Do you need to Office as well as the
developers kid or is the kit include office too?

I noticed that there is a Visual Studio 2005 Professional Edition and a
Visual Studio 2005 Tools for Office.  Do you know if they are dissimilar
products?  IOW, does the Visual Studio 2005 Professional Edition also
have the Access runtime part?

Yes, they are dissimilar products.

No, it does not include the Access runtime.

No, I don't. My copies of such products come on the CDs of an MSDN
subscription, so I don't see or have the outside packaging.
http://msdn.microsoft.com/office/understanding/vsto/ gives more information
about the Visual Studio Tools for Office product, and a picture of the box
which you could compare to the eBay picture (and, I get no results on
searching for the product number that is the response to a question on
eBay).

AFAIK, VSTO is the only legitimate source for a copy of the Access runtime.
