I need to set up an application in Access to track computer systems
(hardware, software, networking details, lease info, etc). Would someone
please recommend a good template to get started with?

File/New and invoke the New Db wizard. The 'Databases' tab has an
Asset Tracking template, among others.
In A2003 you can also use online templates located at
http://office.microsoft.com/en-us/templates/default.aspx?Application=OF&Ver=11

You could goto http://www.tucows.com. In the search box, enter Asset
Management. This may or may not suit your needs, but there are a few
programs out there.

Can you let us know if you find something?
I have a similar need. Numerous users, different makes/models, a number of
sites ans users being moved from one office to another.
Would love a tool that could ease my asset management!

Have a look at these guys - http://www.easywebapps.com
Their product is hosted so you don't have to worry about much except
using the software. I believe they're planning a source-included
version too if you don't want a hosted one. It's a sharp looking
product, easy to use too.
Track-IT is a pretty good program too, but the licensing is pretty
restrictive and can get expensive depending on your # of assets and
needs.
