I am attempting to set security on an Access application.  I have read
all documents and have followed the wizards and everything.  I have
multiple forms, queries.  I have 2 groups and have set the tables and
forms to them along with the users to the appropriate group.  It will
not allow me to set the query to the group or user, I get a
Permissions error but I logged on as Admin.  The Admins group is
assigned to the Admin user.  I cannot open the forms, plus get data
without assigning permissions for the queries to the GROUPS.  How do I
do that?  I know where to go, but I keep getting the Permissions
error.

It sounds as though you have made one of the most common errors in the field
of Access security.  You have confused the user "ADMIN" with the User Group
"ADMINS" (note the 's' on the end of the group name).
The user ADMIN is the name Microsoft gave to the default user.  It was a
stupid selection since by using the name ADMIN the novice will assume that
this user has some administrative capacity.

I created separate users.  What step am I missing?  Am I supposed to
enter the workgroup file before making any security changes?

Yes.

Before you even start working in Security:
1.  What are your User Groups going to be.  This is determined by the
permissions each Group will be given.
2. Assign individual Users to the User Group that has the permissions they
need to do their jobs.
3.  You may have dozens of Users in one User Group but only 1 or 2 in
another, based on their requirements.

Admin is nobody.  Admin is the default user.  Admin has no special
permissions unless you assign them to Admin specifically.

Not quite. If security is applied properly, Admin is nobody. Unfortunately,
people often forget to remove the Admin user from the Admins group, meaning
that anyone can get into the database simply by using a different MDW file.
