Package Wizard (Vista vs XP)

I am attempting to deploy an Access 2003 application with the Packaging
Wizard.  When I deploy in Windows XP, I get a shortcut and the application
name appears under Program Files in the Start menu.  When I deploy in Vista,
I get no shortcut and no Program Files entry even though the application is
installed in the correct directory.

Any thoughts?
