In Access 2007 I have disabled design view and the navigation bar and
everything else the options page allowed. I thought my database was finished.
Now I have found one small flaw with my database and would quite like to
change it, but i can't even get back to the options menu.

Have you tried opening the db while holding shift? That should enable you to
get to the navbar and options. Only works if you didn't use the bypass module.
