Access Errors

I have a end user that has Office 2003 Pro, Sp2.  When opening any database,
she gets an error that the shortcut is invalid (however, it is valid,
created a fresh shortcut, it still happens), then it proceeds to open the db
anyways.  When opening, it runs thru the the Office install box on the
screen for roughly 30 seconds then opens the db and the user is able to
operate in the db fine.

This is a clean install of Office. I uninstalled the old install, used the
Resource pack and removed the old installation remains.

This user is a local administrator of her workgroup PC (no server), and
security in Access is on LOW.

Any ideas?
