Toolbox Grayed Out in View Menu

I'm trying to put together a basic report, but when I try to select "Toolbox"
from the "View" menu while designing the report it is greyed out and
inaccessible. I thought it might be a permissions issue, but the database I'm
working in has no security or permissions set up. Thanks for any help you can
throw my way.

Is there any code behind the report where it could be disabled?
Is there a macro which disables it?
Are there any settings from the startup menu that might be disabeling it?
Is the database an MDE (probably not because otherwise you would not be able
to get into design view).
