Use Access database without programme installed

How do I set up a database to run without access installed on a PC.

You can't.  You need to purchase the appropriate product for your version of
Access to allow you to distribute the Access run-time.  For Access 2003 the
product is Visual Studio 2005 Tools for Office (or something equally
confusing).  Not sure if the equivalent product is yet available for Access
2007.

It'll cost you a few hundred dollars/pounds/whatevers, but once you've got
it you can freely distribute the run-time version of Access.
