I think you are refering to ControlTip Text. Open the form in design view,
click on menu VIEW - Properties. Click on the form object (textbox,
combobox, listbox, etc.) and type in your tip. When the cursoe passes over
it.
There is also Status Bar Text that is displayed in the status bar (lower
left of window) when the object is in focus.

Sorry for the ambiguity. I am actually refering to a Smart Tag. If you open
a table in design view, the last field property on the general tab is Smart
Tags. They let you do things line email contacts and get local news updates.
However, I opnly see them in datasheet view and I'm hoping that they can be
used on Forms as well.
