hi,
I want to create an Evaluation database for employees based on their numbers
of courses and rating (annul evaluation). Can any body give me a website or
idea about it?

Are you sure you're not reinventing the wheel? Have you looked into HR
packages. A quick look at CNET.COM reveals this:

You'll likely spend more than $300 in you time developing your own solution.
