In Office 2007 in all programs the mouse cursor disappears after about 3
seconds. It then takes one click to bring it back before any data can be
typed in.

It happens in 2003 also.  I haven't seen a setting that controls this.

Is this the Windows I-beam cursor?  Is this the Mouse setting "Hide
pointer while typing" setting?
