I am using Access 2003
I have been working on a database created by someone else.  Every now and
then, we get the following error message.  YOUR MICROSOFT ACCESS DATABASE OR
PROJECT CONTAINS A MISSING OR BROKEN REFERENCE TO THE FILE "MSOWC.DLL"
VERSION 1.0.  THIS MUST BE FIX FOR THE DATABASE TO RUN PROPERLY."

I have no idea what this means or how to fix it.  I have tried the Tools
menu > Database utilities > compact and repair.  But this did not seem to
work.  Can anyone help me please.
