Deploy Access 2002 runtime based solution

I have a new access 2002 database, .MDE file, that I want to deploy on a
number of machines without MS Access.  I was told I needed Visual Studio 2005
to do the job.  So, with VSTO I have created a deployment package that only
includes the .MDE file and no access runtime files.  What am I doing wrong?  
Where in VSTO is the package wizard referred to in the literature?

Hi, annie,

I'm affraid VS2005 won't help. You'd rather get MSOffice 2002 Developer
Edition which includes Packaging Wizard.
