I have a split database and now am setting up workgroups and users.
Should the workgroup file be in the same location as the back end of
the database?

Yes, the workgroup file would normally sit with the back end data so it's
accessible for all users. Users then have a local front end db which is
started with a shortcut that references the workgroup file.
