I have been trying to get text to come up as I hover over a button but it
doesn't seem to want to work. I have read through other posts and answers and
tried what was said but it doesn't seem to work.
I put in the text "NEW" over the button to create a new record but the text
won't come up as I hover over it.
Is there anything else that I need filled in or selected?

1) It does take a second or so after the cursor is over the control
for the tip to appear.

2) Is there another control on top of this control, i.e. is it inside
a rectangle box?
If so, select the control.
Then click on Format + Send To Front
