How do I set up an evaluation table in excel or access

How can I create an evaluation table for a group of researchers to
concurrently assess each other without any of them seeing how their team
member is assessing others?

Personally, I would have each of them do their evaluations in a separate
copy of the database, then I'd merge them into one.

No mater how you try to secure the data, if they are in a shared file there
are ways to crack into the other users' data.
