Not sure where to post this. I have two tables and a
form for each table. Tables are joined. I want my first
form to have the second form as a subform. I can do that
by just clicking on subform toolbar--- but I want the
subform as a tab off of the first form. I am using 2000.
How do I make my database forms setup as tabs at the top?

Place a tab control on your main form and then place the subform control on
the appropriate page of the tab control.

Since it's a question about Forms, I'd have suggested
microsoft.public.access.forms.

Create your mainform; use the Toolbox to put a Tab Control onto the
form. Then select one of the tabs (the tab page will darken indicating
that it's been selected) and insert the subform control.
