Trouble opeing up database

I have an access database where whenever I try to it I get
this message stating,  "could not creat; no modify design
permission for table or query MSysAccessObjets".  Is there
a way for me to open this database?

Sounds like a corruption issue. You might want to check Tony Toews page
http://www.granite.ab.ca/access/corruptmdbs.htm. I would first try create a
new, blank mdb and import all the objects from your corrupt mdb.
