ShortCut Menu in MDE

Access 2003

Neither the built-in Shortcut menus or a Custom Shortcut Menu will popup
with right click when application is converted to MDE.

Using Full Access to run the MDE (Not Runtime).

This issue occurs on the XPPro SP2 development machine as well as a Windows
2003 Server (via Terminal Services) distribution machine.

Do you have the Office 2003 Service Pack 3 applied?  If so, that could be
your problem as it has several major issues.  There is a hotfix though that
you can install for Access 2003 now.
