Allow Full Menu in AC2007

When I uncheck Allow Full Menus the Access Options
button is no longer available and I must hold down the <Shift>
key the get back in and change it back.
Is this by design?

Yes, that would be on purpose.  If you aren't allowing the full menus then
you would normally not want the users to be able to change the options.
