What is the procedure to follow for unauthorizing and authorizing when
installing Access 2003 on a new laptop PC running XP?  It is currently
installed on an old laptop PC running XP.  Both machines are never connected
to the internet.

The term you mean is activating.  AFAIK there isn't any way of
inactivating a PC with Office 2003 or newer on it.

Install the software on the new PC and activate it.  If you get a
message complaining the phone the 800 number and explain why.  You
shouldn't have a problem.    If this is only the second computer.

If this is the 19th well that's different.

But note the weasel words shouldn't.

Thanks Tony.  So, I assume the activation is done by calling a Microsoft 800
number that is displayed to you on the sreen during the install process?

There's Internet activation and, if that fails or you don't have
Internet then the 800 number.
