With Office 2003, how do I install Access Packaging Wizard?

I have developed a MS Access database which Iwould like to deploy as an
executable onto a PC without Access.  I understand that to do this I have to
run teh Packaging Wizard for Access.
I have installed MS Office 2003 but I have been unable to locate the Access
Developer Extensions or the Packaging Wizard.  I have also installed Visual
Studio 2005 without success.
What do I need to install to have access to the Packaging Wizard?

You need the following in order to create an Access 2003 runtime
application:

- Microsoft Access 2003
- Visual Studio Tools for Office 2005 (which includes the Access 2003
Developer Extensions)

The ADE is the product that gives you the license to deploy the 2003 runtime
components and you have to have Access 2003 installed in order to install
the ADE.
