New user account cannot use ms-access

I've created a new user account in Windows XP professional. This user however
cannot use ms-access (office XP Pro): he's not able to open, nor create a new
database.
Anyone know the reason?

Yes I have. In fact, Word and Excel work well. Could it be caused by
licensing conditions? I've tried in on another pc, and it worked for the that
was active during installations of Office, but to none of the accounts I
created afterwards.
