The partner site lists this card as a dfMCE Component.  I took this to mean
that it is certified and will work under Media Center.  It does not.  Can
anyone suggest a way that this can be used.  Any help is sincerely
appreciated.

I'd suggest asking this in a newsgroup related to Media Center, such as
microsoft.public.windowsmedia.devices or microsoft.public.windowsxp.hardware

This newsgroup is for questions about setting up and configuring Access, the
database product that's part of Office Professional.
