Security Blocking of Message Attachments

How can I cancel or stop the blocking of message Level 1 message attachments?
I often send web site links (.URL) to myself, and my Outlook 2002 (XP)
automatically blocks those attachments. If I am administrator of my own
system, how can I turn off the blocking of Level 1 file extensions?

You'd be better off asking this in a newsgroup related to Outlook.
