When I press F1 for help I am directed to online help instead of the standard
help located on my local computer.  How do I get to the Standard help that
has the content window, Index window and the Ask a question window

Go to Help.  At the bottom, you'll see

'See also'...and 'Online Content Settings'

Click on that, and you can turn off the online content.
