I have setup the startup of a database to restrict the user from all
options...tool bar etc.

However I have to go in there now and modify a form and query, but cannot
even unhide the DB window. How do I get around this?

Hold down the Shift key WHILE opening the database.
That will bypass the Startup options you have set.
Then make any changes you need.
