want to set up multiple user accounts each with its own
drive for programs and storage

drives will be partitions on one hard disk

for security, only the users drive/partition and programs
are avalible when logged on, no other drives or content is

I'd suggest asking this in a group related to Windows XP, such as
microsoft.public.windowsxp.setup

This group is for questions about setup and configuration of Access, the
database product.
