computer take over

I have an issue.  I believe that some one has access to my computer.  How do
I know for sure if someone has a connection?  Example,  I can not down load
anything directly to my computer.  At times, I download software on a usb
harddisk and later the computer will uninstall the software that was
installed from usb.   I can not install internet explore.   What is this?  
Can anyone help?

Sorry, but this newsgroup is for questions about security in Access, the
database product that's part of Office Professional.

Your question would be best reposted to a newsgroup related to whatever
operating system you're using.
