I have set up my security on Access 2003.  One of the levels of security I
have set up I want to limit the users to not be able to delete any data.
However, when I sign in as one of these limited users, I am still able to
update, insert, and delete any date even though on the permissions I do not
have delete checked for the user or the group.  Any clues as to what I am
doing wrong?

The essence of Access secuity is user groups and permissions.
You create your user groups, giving the group certain permissions.
You then assign users to that group based on their required level of access
to the database.
Go back and check which permissions you have assigned to the group, then
which user is in each group.

Have you checked to see if both users are also members of the Users
group for which full permissions have been granted by default?  All
permissions for the Users group should be revoked.
