Internet Explorer Security Permissions

Hello Friends,

Can anyone help me in assigning permission to a user to initialize java
template, the scenario is when a user in USERS group cannot initialize
the java template but when I promote a user from USERS group to POWER
USERS group it initialize

I believe there would be some Internet Explorer security settings that
is restricting him to initialize the template as being in a USERS group
although I have tried alot playing arround with the group policy
permission but all in vain.

I don't want user to be a member of POWER USERS group just to allow the
user to intialize the java template and view the website.

Any help would be appreciated, many thanks in advance.
