Recover Encrypted files

I have had to rebuild my computer, cannot access encrypted files however
have
the Personal Information Exchange Certificate on floppy which I created when
setting up the encrypted files. Does anyone know to access the encrypted
files with the certificate or is thee any other way?

Are these Microsoft Access files?  If not, you are in the wrong newsgroup.
