For security reasons, this is _not_ recommended.

It's easy to add this task to the Windows startup.  Just place a Windows
shortcut to open the database using the workgroup information file in the
user's startup directory.  The user will be prompted for the Access User ID
and password before getting started on anything else for the day, like
checking E-mail or grabbing a donut and a cup o' java.

There is no exact way to do this, because the Access
Login system predates the Windows Login system, and
has never/not yet been upgraded to take advantage of
the 'new' (!!!) functionality.

There are a number of workarounds, which basically
involve not using the Access login, (or at least
not using user passwords).

Perhaps the cleverest suggestion was that made by Garry
Robinson: he suggested putting the (split) database or
workgroup into the users profile, so that only the user
with the true windows login can use it.
