Workgroup on server

I am about to impliment a database that will be stored on a server allowing access by the users via a workgroup.  Does the workgroup also need to be stored on the server allowing access to it from each of the workstations and if so does access neccesarily need to be installed on the server or can it be installed locally on each of the machines.

It's best to store the workgroup information file on the server, because it
is the file that holds the user and group information. If you distribute it
to the local machines, then you will have to have a way to update the
individual copies when a new user is added.
