Strange permissions issues

I have one key user who is unable to get into any of a
certain database tables to makes the changes he needs
to.  He has joined the proper workgroup, but when
enteringthe Access program, he doesn't get the login
screen to login as the DB Admin.

He has tried repairing and reinstalling the program, yet
nothing works.  This is Access 2002 on a Windows XP Pro
machine with all the latest updates and patches.

If your workgroup has passwords assigned to the ADMIN user, and this guy is
not getting a signon prompt, then he is not joined to the correct workgroup.
OR the shortcut he is using is pointing to a different workgroup which does
not have passwords associated with it.
