I set up user-level security with my *.mdb file and it
worked great but when I tried to move the database to
another computer, the users and permissions were lost in
the transition. I created a system.mdw file and move it
with the database.  I then opened the system.mdw file on
the new computer and it was empty. What did I do wrong?

You have to join that secured workgroup on any computer in which it is
copied. Until you do that, you won't get the username and password prompt.
Note: a Secured mdw file should not be called System.mdw. When you create a
secured database always name the mdw different.
