error 2114 in an Access report

I have a report that I created a year ago in Access 2003, and had some
problems with error 2114..   Installed new graphics filters and it worked
fine.  

The report is a catalog, and uses embedded jpg images so I can print it out
to a pdf and distribute on CD.

Now I update the database, add new items, and go to Access 2007, it I get
error 2114 again, saying that it doesn't support the format or the file is
too big.  This is while I see the test image in the design layout, (the files
are all jpegs), and the file that is complains about is only 29K in size!

What is going on here?  The file is as small as I can get it and still have
the details visible, and some of the ones that used to work were over 200K?  
This seems like a stupid problem to have in the latest version of the
product.

I get the same error and have no clue why.  This happens with gif and jpg
files.  These files are only 4-6kb big.  We have Windows XP and Office 2007
(Access mdb are XP).

The other interesting note:  The report with the image works fine on my
computer and one other computer.  However, it gets me the error message on
any other computers, even if I log in as myself.  So why does it work on
those two computers but not any other ones?

Ok, the workaround is to change the image file to bmp and it worked.  Nowthe
file is 20kb instead of 4kb.  nice going MS.
