There is a extra height blank gap between the first and the second group,
but to other groups , the heights of gaps are normal. The following my
setting:

Force New Page : none
New Row or Col: After section
Keep TogetherL Yes
Visible:no
Can Grow: Yes
Can Shrink: Yes
Height:0"
