The textboxes do shrink, but the labels don't.
My report is like this and I want each project to have its own section, not
in a spreadsheet format.

I didn't notice whether you had confirmed that the textboxes "owned" their
labels. If they don't, the labels wouldn't know to shrink.
I couldn't tell from your example how a "project" (?ITS Equipment) would
have a section.
Have you used the Sorting/Grouping button on the Toolbar to set sections?
