When report was built, I set margins at .25 and landscape. Sometimes when I
run report it is correct, sometimes it is portrait with 1" margins. Why does
this happen? Using Access 2000 with Windows XP

If you are using Access 2000 this is a known bug and is documented in
the Microsoft Knowledgebase article:
Q245021 'List of Fixed Problems in Microsoft Office 2000 Service
Release 1/1a (SR-1/SR-1a)'
And specifically:
Q240826 'Lost Printer Settings when Name Autocorrect is turned on'
Turn off the Name AutoCorrect feature as a temporary 'fix'.
Then download and install the Service Release 1/1a.

There were a number of bugs in the original release A2000 software and this
is one of the bugs. However, this has been fixed quite a while ago with
SR1a (Service Release 1a) for Office 2000.
Suggest you use the Miccrosoft Updates to update your Office 2000 (I think
it is up to SP3 - Service Pack 3 - by now) and your WinXP OS, also.
