Need to keep footer in fixed position from bottom

My packing list is being folded so that the bottom part of the page is
used to display the address through a plastic document holder.

But how can I ensure that the footer is printed in the same position
measured from the bottom of the page when there is a variable number of
detail lines above it?

Put it in the PageFooter.
