Schedule Synronization

Is there a way to create a schedule to do syncronization
without using the Replication Manager?

I would like to be allow users to update data using
several forms and the application be able to syncronize at
a given time.  A have user from 2 different locations in 2
different time zones.

You can use the (unsupported) TSI Synchronizer to do this. Note that the
time is always the LOCAL time of the machine on which the Jet synchronizer
lives.
