Partner replica is exclusively locked; could not apply changes

I have a number of remote sites (12) performing internet replication quite
sucessfully.  However one of them has come up with the above message.
"Partner replica is exclusively locked; could not apply changes"

They are using Windows XP sp2 - Microsoft Access Jet 4.0 and replication
Manager 4.0.
The IIS Server is a Windows 2000 server.
Does it refer to permission on the IIS server??

Is the partner replica opened exclusively?

Are you attempting to synch a design change?

Why are you using Internet replication? It's the most problem-prone
type of replication you can possible use.

That asside, the error message you're getting has nothing to do with
IIS -- it's being generated *after* the message files have been
received, and is telling you that the message files with the
replication changes can't be applied to one of the replicas because
it is locked exclusively.
