I made a replica and design master on a network. I can
modify the design master, but other users cannot modify
the design master (this is a user that previously could
modify reports in the original database before I created
the design master & replica). She gets a message in the
design master "can't modify the design of "XXX" as a
replica". What could be causing this? Is there some
reason that only the person who created the design master
can modify reports, etc.? Thanks!

Is she using the same database file (the actual Design Master) that you are?
Or did you make a copy of it and give that to her? Making a copy of the
Design Master changes that copy to a replica.

A Back End database design master *ONLY* contains tables. The Front End
application holds the Table links, Forms, Reports, Macros, Pages and
Modules.
One more thing, only the database administrator should be changing the
Design Master tables.
